Why Walvis Bay stayed South African until 1994

Why Walvis Bay Joined Namibia Only in 1994

Namibia became independent on 21 March 1990. But one important piece of the country was missing: Walvis Bay, its only deep-water port. For four more years, the town remained part of South Africa. Here’s how that happened, and how Walvis Bay finally became Namibian.

A Separate Territory From the Start

The story begins in the colonial era. In 1878, Britain claimed Walvis Bay and a small area around it, and the enclave was later made part of the Cape Colony. When Germany colonised the rest of the territory in the 1880s, Walvis Bay stayed British.

So from the beginning, the port had a different legal status from the land around it.

South African Rule

When South Africa took control of the surrounding territory during the First World War, Walvis Bay was already South African through the Cape. For decades, it was administered as part of the territory around it, which blurred the difference.

In the late 1970s, as pressure for Namibian independence grew, South Africa moved Walvis Bay back under direct South African administration. This meant that when independence came, South Africa could argue the port was not part of Namibia.

Independence Without the Port

When Namibia became independent in 1990, Walvis Bay stayed South African. For a new country, losing its main harbour was a serious problem, and the Namibian government made its return a priority.

Negotiations and Reintegration

Talks between the two governments led to joint administration of the port in the early 1990s. As South Africa moved toward its own democratic transition, agreement was reached, and on 1 March 1994, Walvis Bay was formally reintegrated into Namibia.

The day is still remembered in Walvis Bay as an important milestone in the country’s history.

What It Means Today

Today, Walvis Bay is Namibia’s main port and a vital gateway for trade across southern Africa. The harbour that was once disputed is now the heart of the town, and the Waterfront at the Light Craft Harbour is one of the best places to see it.
